I've tested this, and enabling passthrough audio as well as re-enabling the surround codecs in android settings allows the 4k content to stream directly with no transcoding.

It seems the problem I'm having here now is being caused by the fact that I'm not using passthrough audio in Plex, because if I enabled that, I can no longer control the android audio controls and instead would have to use the sound bar remote for that. This has worked perfectly thus far, and allows me to just use the one remote to turn the TV on/off, control everything on the shield and increase/lower volume. So, I have set up a nice little android remote I bought off Amazon, and instead of using a harmony to control the audio volume on the soundbar, I instead put the soundbar on maximum volume, and controlled the input to it using the android audio control. I only use this TV for nvidia shield tv/movie watching, so I didn't want to have multiple remotes or "universal" remotes like harmony as I found them annoying and overkill. My television setup is a Vizio 55" 4K LED that is connected to a LuguLake sound bar through optical for audio.

I'll see if I can describe it as best as I can. Update: I think I have the problem figured out, but don't really have a reasonable resolution to it.
